Aim and Scope
As a part of the Belarusian and international academic scientific community, the Journal follows the goals and objectives presented below.
- Reproduction and disseminations of the outcomes of research conducted by domestic and foreign scientists, graduate students, doctoral students and aspirants;
- facilitation of scientific cooperation between the Institute and other research and education institutions;
- establishment of scientific content and presentation of the major achievements of research activities;
- approbation of the results of research conducted by graduate students, doctoral students and aspirants.

Open Access Policy
This is an open access journal. All articles are made freely available to readers immediatly upon publication.
Our open access policy is in accordance with the Budapest Open Access Initiative (BOAI) definition - it means that articles have free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

Peer-Review
- All scientific materials published in the Journal are subject to peer review. The purpose of the review is to increase the scientific value of the article in accessible ways: scientific editing of the text, making specific proposals for improving the material.
- Before submitting scientific material for review, the editorial board evaluates its general scientific level, compliance with the stated scientific directions of the Journal, general content requirements and requirements for the design of bibliographic references.
- In case of non-compliance with the subject of the Journal, established rules and requirements, the article is rejected without review.
- The decision to appoint reviewers from among the members of the editorial board and external experts or to reject the article is made by the editor-in-chief in accordance with the recommendation of a member of the editorial board.
- A member of the editorial board of the Journal or another specialist (Doctor of Science or Candidate of Sciences) who has the scientific specialization and publications on this topic closest to the topic of the article is involved as a reviewer.
- Reviews are conducted confidentially. The terms of review in each individual case are determined by the editorial board of the Journal, taking into account the creation of conditions for the fastest possible publication of the article. / The review period is 2-4 weeks, but at the request of the reviewer it can be extended.
- If the review contains recommendations for correcting and finalizing the article or a negative review is received, the editorial board sends the text of the review or a reasoned refusal to the author.
- The author may not agree with some of the reviewer's comments. In this case, he must refute them with reason (partially or completely). The article revised by the author is sent for re-review.
The author's revision of the scientific material is carried out within a period not exceeding 14 days from the date of sending the review to the author. - An article not recommended for publication by the reviewer will not be accepted for re-review.
- The presence of a positive review is not a sufficient basis for publishing an article. The final decision on the advisability of publication is made by the editorial board of the journal.
- In case of a positive conclusion, the editor-in-chief of the journal (deputy editor-in-chief) determines the order of publications in the journal. The editors do not undertake obligations regarding the timing of publication of articles.
- The subject of the reviewer's assessment should be:
- relevance, degree of scientific elaboration of the problem, novelty of the research and practical significance;
- coherence and literacy in the presentation of the issues under consideration;
- accessibility of the article’s material to readers in terms of language, style, arrangement of material, clarity of tables, diagrams, drawings and formulas;
- scientific and theoretical level of the material (research methodology, problem setting, validity and argumentation of conclusions and proposals, their significance, the degree of independence of the author in revealing the issues under consideration, etc.);
- errors, inaccuracies, insufficiently substantiated or controversial statements, comments on individual issues or on the material in general, indicating the pages of peer-reviewed scientific material.
- The reviewer makes a conclusion on the possibility of publishing the article: accept (including with minor corrections); modify; reject.
Publishing Ethics
- All the parties involved in preparation of manuscripts for publication in the Journal must follow Ethics Guidelines set out below. If there is a suspicion of violation of any of the below guidelines, the Editorial Board of the Journal will follow the instructions of the Committee on Publication Ethics (COPE).
- The authors of the submitted manuscripts bear full responsibility to the scientific community for the content of their works and must adhere to the following principles:
- compliance of the manuscript with ethical and legal standards;
- originality and scientific novelty of the research;
- validity of the presented results, absence of false statements, accuracy of the presented data;
- objective discussion of the significance of the research;
- lack of personal, critical or disparaging remarks and accusations against other researchers;
- complete absence of plagiarism;
- acknowledgement of contributions of other researchers, presence of bibliographic references to all publications relevant to the manuscript;
- inclusion as co-authors of all participants who made a significant contribution to the research and writing of the article;
- approval of the final version of the manuscript by all co-authors and their full accord to the submission for publication;
- receiving permissions to use (reproduce) materials, tables, images, etc. produced by other authors; and mandatory reference to the original author(s) and/or copyright holder(s) of these materials;
- presenting information obtained from confidential sources only with their permission;
- absence of self-plagiarism in the manuscript (reproducing the authors’ own statements is permitted as a summary and only if it is necessary to substantiate or develop the statements of the manuscript);
- immediate communication with the Editorial Board if any significant errors or inaccuracies are discovered in the manuscript; cooperation with the editorial board to ensure a prompt correction or publication withdrawal.
- The editorial board of the Journal is guided by the following ethical principles:
- editorial objectivity and impartiality;
- compliance with scientific ethics when reviewing articles; encouragement of honest scientific discussion between authors and reviewers;
- non-disclosure of personal data of authors and reviewers, as well as other information obtained during interaction with the Editorial Board;
- introducing editorial changes requires approval of all the authors;
- rejection of the manuscript if it is found to contain any material that was previously published by other authors without accurate references to the primary sources;
- publication, if necessary, of acknowledgements of mistakes, significant facts and remarks discovered or made after the publication of the manuscript;
- taking appropriate measures in response to claims of ethics violations arising from consideration or publication of the manuscript.
- The reviewers must adhere to the following principles during their work on the manuscripts:
- only manuscripts that lie in the reviewers’ area of competence must be reviewed;
- timeliness of the review process;
- maintaining confidentiality of the manuscript and its expert assessment;
- objectivity and constructiveness when writing a review;
- the reviewers’ opinions must be expressed clearly and consistently, they must be supported with logical reasoning;
- ad hominem observations are not permitted;
- the reviewer must identify significant publications by the author(s) that are relevant to the subject of the research, but aren’t included in the bibliography;
- the review should not be influenced by the origin of the manuscript, nationality, gender, religious or political creed of the authors;
- the Editor-in-Chief must be informed of any conflict of interest;
- reviewers should not use information obtained during reviewing for personal gain or gain of other persons.
- Disputes and violations of publication ethics are resolved in accordance with the procedure established by the legislation of the Republic of Belarus.

Author fees
Publication in “Proceedings of the Institute of Mathematics of the NAS of Belarus" is free of charge for all the authors.

Disclosure and Conflict of Interest
Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.
Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.
Plagiarism detection
“Proceedings of the Institute of Mathematics of the NAS of Belarus" use native russian-language plagiarism detection software Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.
Preprint and postprint Policy
Prior to acceptance and publication in “Proceedings of the Institute of Mathematics of the NAS of Belarus", authors may make their submissions available as preprints on personal or public websites.
As part of submission process, authors are required to confirm that the submission has not been previously published, nor has been submitted. After a manuscript has been published in “Proceedings of the Institute of Mathematics of the NAS of Belarus" we suggest that the link to the article on journal's website is used when the article is shared on personal or public websites.
